Under the Fifth Schedule road restrictions for learner drivers, motorways M1, M2 and M3 are:

1. Open to any learner accompanied by a full-licence holder of two years' standing
2. Not to be used unless the learner is driving under the supervision of a driving instructor
3. Closed to learner drivers at every hour of every day, with no exception
4. Open to learners only between 7.30 a.m. and 9.30 a.m. on weekdays
