OSHA defines a competent person, in part, as someone who can identify hazards and who also:

1. Has a college degree in civil engineering, with no field authority required
2. Has authority to take prompt corrective measures, including stopping work and removing employees from the hazard
3. Is the newest laborer on the crew so they can learn hazards
4. Is any person who owns a copy of 29 CFR 1926
