Before entering a highway via an on-ramp, you should:

1. Stop at the end of the ramp regardless of traffic
2. Use the ramp to accelerate to traffic speed, signal, check mirrors and blind spots, then merge smoothly into a gap
3. Slow down so cars have time to pass
4. Cross all lanes immediately to reach the left-most lane
