During unloading, a serious argument starts inside the bus while students are stepping off outside. What should the driver prioritize?

1. Keep attention on the outside loading/unloading danger until students are safely off and moved away, then handle the behavior problem safely
2. Turn around immediately and handle the argument while students are exiting
3. Close the door and drive away before counting students
4. Put the arguing students off at the next driveway
