1. Before taking any DMV instructor test, with no exception
2. Before the original instructor certificate expires; if that certificate expires in less than six months, before the first renewal certificate expires
3. Within two years after the first renewal certificate expires
4. Only if the instructor later applies to teach the Pre-Licensing Course
