When you approach a work zone with an orange-vested flagger, what must you do?

1. Ignore the flagger and follow the regular signals
2. Obey the flagger's directions, which have the same authority as signs and signals
3. Drive through quickly before the flagger reacts
4. Stop only if you see workers on the road
