If backing is required at or near a Pennsylvania loading or unloading zone, what must be true about students?

1. All students must be seated on the bus, and the bus should never be backed with students outside
2. Students should stand outside and signal the driver
3. Students should wait behind the bus where the driver can use mirrors
4. Students may walk alongside the bus if traffic has stopped
