When is a free left turn allowed at a Samoa intersection?

1. At every intersection, including those with left-turn traffic-light arrows, without stopping
2. At all intersections when clear, except an intersection controlled by traffic lights with left-turning light arrows
3. Never — left turns always wait for a green arrow
4. Only from the right-hand lane
