What does the 'Move Over' safety rule in Singapore require a bus driver to do when approaching a stationary emergency vehicle on the road shoulder?

1. Stop the bus immediately in the lane and wait
2. Slow down and, if safe to do so, move to another lane to provide a safe buffer for emergency responders
3. Honk the horn to tell the emergency vehicle to move away
4. Speed up to clear the emergency area quickly
