A horn circuit fuse blows immediately whenever the horn button is pressed. A digital multimeter set to ohms is connected across the disconnected load side of the fuse terminal and chassis ground. What is the correct diagnostic procedure?

1. Replace the fuse with a higher amperage fuse to see if it holds
2. Disconnect the horn assembly connectors one by one and check if the resistance reading to ground rises from zero to infinity
