If a taxi driver discovers a suspicious, unattended sealed package left on the back seat emitting a strange chemical odor or ticking sound, what is the mandatory emergency procedure?

1. Open the package with a knife to inspect what is inside
2. Immediately pull over in a safe, open area, shut off power, evacuate the vehicle, keep bystanders at a safe distance, and dial 110 police immediately
3. Throw the package out the window into a crowded pedestrian crosswalk
4. Take the package home and store it in the driver's bedroom
