Why is the area to the left of a school bus always considered dangerous?

1. Passing vehicles may move along the driver's side of the bus
2. Students are supposed to load from the left side
3. The stop arm prevents all traffic from reaching that side
4. Left-side mirrors are not allowed on school buses
