When loading wheeled mail-transport equipment (MTE) such as APCs and ERMCs into the trailer, the MVO should:

1. Stack them freely so they fit
2. Position the heaviest containers low and forward, lock wheel brakes, and use load bars or straps to prevent shifting
3. Tilt the containers on their side to save space
4. Wedge them in with empty pallets only
