When dispatching mail from a Network Distribution Center (NDC) on a TTO run, the trailer is sealed with a numbered seal. The MVO must:

1. Record the seal number on the run paperwork and verify it is intact at the destination
2. Cut the seal to inspect the load before departure
3. Re-seal with a personal lock
4. Ignore the seal — it is for the receiving plant
