Minimum cover over a storm pipe under a roadway is required so that:

1. The pipe is hidden from Virginia 811 locators
2. Live load from traffic is distributed through the soil and the pipe is not crushed or deflected beyond limits
3. The invert slope can be ignored
4. Bedding stone is no longer necessary
