In Vermont, when a school bus is stopped with red lights flashing and the stop arm extended, what must approaching drivers do?

1. Slow down and pass carefully
2. Stop at least 10 feet away and wait until the red lights stop and the bus moves
3. Pass only if no children are visible
4. Continue at normal speed if traveling in the opposite direction
