A passenger attempts to bring fireworks in the seating area, saying the package is labeled and weighs less than 100 pounds. What should the driver do?

1. Refuse it because explosives in the space occupied by people are forbidden except small-arms ammunition
2. Allow it because any labeled item under 100 pounds is allowed
3. Allow it only if stored beside an emergency exit
4. Allow it if the passenger sits near the package
