At an intermediate stop, several riders are getting off from seats above a lower aisle. What announcement best matches Washington's guide?

1. Remind riders about the step-down before the bus comes to a complete stop
2. Say nothing until a rider begins to fall
3. Tell riders to stand forward of the driver's seat
4. Tell riders to leave carry-ons in the aisle for faster unloading
