Why should a Wisconsin driver avoid handling on-bus discipline while loading or unloading?

1. Loading and unloading require all of the driver attention outside the bus
2. Discipline is never a driver responsibility
3. Students may discipline each other instead
4. The stop arm will not work if the driver talks
