The stop signal arm extends but the red lamps on the arm do not flash. The body red roof lamps work. Most likely cause?

1. Open circuit or burned bulbs/LEDs in the stop-arm lamp feed or its flasher
2. The stop-arm air or electric actuator is seized
3. The crossing gate motor is bad
4. The service door switch is unplugged
