A school bus electronic A/C controller commands the compressor clutch through a relay. The clutch will not engage but the controller commands it on and the relay coil is energized. The next check should be:

1. Check relay contacts/output, the clutch feed circuit, and the clutch coil
2. Add refrigerant
3. Replace the condenser
4. Replace the controller
