What is the employer's obligation regarding the 'return of the driver' under Article 8(8a) of Regulation (EC) No 561/2006 (Mobility Package I)?

1. The transport undertaking must organize the work of drivers so that they can return to the employer's operational centre in the Member State of establishment or to their place of residence every 4 weeks to take at least one regular weekly rest (or a weekly rest of >45h in compensation)
2. The employer must physically transport the driver back to their home country every 7 days regardless of operational circumstances
3. The driver must return home every 2 weeks at their own personal expense
4. The employer only has an obligation to return the vehicle, not the driver
