1. Never, because Code 95 drivers must complete every planned trip
2. Only if the tachograph would otherwise exceed 9 hours
3. When extraordinary atmospheric conditions mean the trip cannot be prepared and completed safely, even with rescue equipment understood and used
4. Only for category D, never for goods vehicles
