How many people may be carried on a truck's load platform as cargo attendants, and may passengers travel in a cargo trailer?

1. Any number on the platform; passengers are allowed in the trailer
2. Up to 8 attendants on the platform (not more than one per tonne of net load); passengers are not allowed in a cargo trailer
3. Up to 20 attendants; trailers may carry standing passengers
4. No person may ever ride on a goods vehicle except the driver
