A slow Category C vehicle has caused a queue of following traffic. What does the Road Traffic Act require?

1. Ignore the queue; a goods vehicle never has to give way behind
2. Stop at the first opportunity and let the column pass
3. Signal by hand that everyone must overtake on the right, including into oncoming traffic
4. Increase speed above the Category C cap to dissolve the queue
