1. Apply thick wheel bearing grease to the outside of the rubber throttle grip for smooth hand rotation
2. Rotate the throttle grip through its full travel and release it at full left, center, and full right handlebar lock positions to verify it snaps closed instantly by spring return
3. Tighten the throttle cable until the engine idles at 5,000 RPM continuously
4. Verify that the throttle stays stuck wide open when the rider lets go of the handlebar
