Before applying asphalt sealcoat over petroleum oil spills on an asphalt parking lot, how must the oil spots be treated?

1. Cover oil spots directly with extra sealcoat material without pre-treatment. only
2. Clean thoroughly, burn or scrub oil, and apply a specialized oil-spot primer.
3. Spray water over oil spots and apply sealcoat while the oil is still wet.
4. Sand the surface with fine sandpaper and apply clear acrylic paint sealer.
