What is the progressive instructional approach that Florida driving instructors should follow?

1. Start with the hardest skills first to challenge the student
2. Parking lot basics, residential streets, city driving, multi-lane roads, highway driving—progressing from simple to complex environments
3. Only practice on highways since they are the safest roads
4. Let the student choose the progression order
