During unloading, two students begin arguing loudly inside the bus while other students are crossing the roadway. What should the driver prioritize?

1. Keep attention on the outside loading/unloading hazards until crossing students are safely away, then address the behavior safely
2. Turn around immediately and discipline the students while the crossing continues
3. Close the door and drive away to stop the argument
4. Ask the crossing students to hurry so the driver can handle the argument
