While unloading at a route stop, two students begin arguing inside the bus. What should the driver do first?

1. Keep attention on the unloading and outside danger zones until students are safely off and away, then handle the behavior if needed
2. Turn around and discipline the students while others are crossing
3. Close the door and drive away with students still near the bus
4. Put the arguing students off the bus at the shoulder
