A bus is stopped for loading, but a car is still approaching and has not stopped. What should the driver do before opening the door fully and signaling students?

1. Make a final check that all traffic has stopped and the danger zones are safe
2. Signal students to hurry across before the car arrives
3. Open the door fully because the red lights alone make it safe
4. Turn off the red lights so the car will pass faster
