In Ghana, what does a circular road sign showing a red border and a horn icon with a red slash through it mean?

1. Horn testing is permitted ahead.
2. The use of the car horn is prohibited in this area (Silent Zone).
3. Emergency vehicles only may sound their sirens.
4. Your vehicle must have a working horn tested and approved before it may enter this stretch of road.
