In Hawaii, when a school bus is stopped with its red lights flashing and stop arm extended, an approaching driver must:

1. Slow down and pass carefully
2. Stop and remain stopped until the bus turns off its signals and resumes motion
3. Stop only if children are visible
4. Continue at normal speed if in the opposite lane
